Benchmarking for Oahu Commercial and Multi-Family Buildings
What is Better Buildings Benchmarking?
The City & County of Honolulu established the Better Buildings Benchmarking program as part of its efforts toward achieving carbon neutrality by 2045. Starting in 2023, owners and managers of large commercial or multi-family buildings on the island of Oahu will need to provide their water and energy consumption data to the City on an annual basis.
Why is benchmarking important?
Regular measurement of a building's consumption of water and energy over time allows building owners and tenants to better understand their whole building's water and energy use and to better identify opportunities to cut waste and save money.
Who needs to submit data?
Property owners or managers of commercial and multi-family buildings 25,000 square feet and larger need to submit their building’s annual water and energy use data to the City by September 30, 2025.
Owners or managers for properties will self-report their water usage annually.

Where do I find my building's water consumption data?
Water consumption data appears on the front of each BWS bill. Look at your December or January bill and add up your water use for the 12-month period desired. For reference, see the sample bill on this page.
